SUBJECT: AMERICAN LAW DIVISION OPINION REGARDING ADMINISTRATION'S ANTI-INFLATION PROGRAM

Please find enclosed an opinion by the American Law Division of the Library of Congress, received yesterday, concerning the legality of the President's anti-inflation program. This exhaustive study confirms the opinion of the General Accounting Office that the government procurement portion of the anti-inflation program is without legal foundation. It concludes, further, that the wage and price regulations of the Council on Wage and Price Stability similarly lack a proper legal basis.
